New city bylaw affects driveway parking for newly constructed homes

I was hearing on the news radio this morning about the current confusion about the parking new zoning by-law that came into effect October 1st this year.
Here is the clarification;
restriction on the number of cars parked in a driveway only applies to new construction, NOT older style homes. The new by-law states that one car is allowed to park in front of a single garage and two cars for a garage for two vehicles. The fines can be up to $5,000
As we head into the Mayoral race in Toronto, a couple of candidates, Rob Ford and George Smitherman have vowed to repeal the by-law if elected.
